Clear Travel Bags for Carry-On: TSA Liquid Rules and 5 Picks

A clear travel bag is optional; Transportation Security Administration (TSA) rules allow liquids in containers up to 3.4 ounces inside 1 quart-size bag. The medium dual-zip toiletry bag and travel toiletry bag with strap organize the rest of your kit. Check TSA's rules and your airline before you fly.

Our clear travel bag picks at a glance:

Is TSA requiring clear carry-on bags?

You can choose a clear carry-on bag or other luggage under TSA's screening guidance. The TSA screening pages checked for this guide list no clear luggage requirement as of October 24, 2026. Clear carry-on luggage, including a clear carry-on suitcase, remains a packing choice.

The TSA clear carry-on bags rumor came from an April Fools' Day article published April 1, 2026. The article was later labeled a joke. An April 2, 2026, Newsweek fact check reported that TSA had issued no public statement about transparent carry-on bags.

The clear-bag wording in the checked TSA pages concerns the liquids bag. TSA's travel tips fact sheet, last updated March 16, 2023, describes that bag as clear, plastic and zip-top.

How does TSA's 3-1-1 liquids rule work?

TSA's liquids rule page lets you bring liquids, aerosols, gels, creams and pastes in 1 quart-size bag. Each container must hold 3.4 ounces (100 milliliters) or less. TSA's quart-size bag rules limit each passenger to 1 bag, according to its 3-1-1 FAQ.

Use 3-1-1 as a packing reminder:

  • 3.4 ounces (100 milliliters) or less per container.
  • 1 quart-size bag for those containers.
  • 1 bag per passenger.

TSA's travel tips fact sheet tells each passenger to place the liquids bag in a screening bin. TSA's liquids rule page says keeping the small bag separate from the rest of your carry-on helps screening.

Any liquid, aerosol, gel, cream or paste that triggers an alarm needs extra screening. TSA’s liquids rule page directs larger containers to checked baggage, apart from the exceptions described in its guidance.

Do creams count as liquids for TSA?

You can pack creams in your carry-on; TSA's liquids rule page includes creams and pastes in the 3-1-1 limit. For makeup and other toiletries, apply those limits to liquid, gel, cream and paste products.

TSA's 3-1-1 FAQ lists these common examples:

  • Toothpaste.
  • Shampoo.
  • Conditioner.
  • Mouthwash.
  • Lotion.

What size clear bag does TSA require for liquids?

TSA's liquids rule page specifies 1 quart-size bag; the TSA pages checked here give no inch or centimeter dimensions. Each passenger gets 1 bag under TSA's 3-1-1 FAQ. A larger transparent organizer cannot replace that liquids bag.

All 5 bags compared in this guide exceed quart-size. Pack carry-on liquids in a separate quart-size bag and use the larger organizer for the rest of your kit.

Which liquids don't have to fit in the quart-size bag?

TSA's liquids rule page and travel tips fact sheet allow specific liquids outside the quart-size bag. TSA's breast milk and formula guidance also covers children's liquids. These exceptions include medically necessary liquids, children's milk or formula, and qualifying duty free purchases.

Medications

TSA's travel tips fact sheet allows medications in pill, liquid or other solid form in carry-on bags. Medically necessary liquids, medications and creams can exceed 3.4 ounces (100 milliliters). All medications must be screened.

You do not need a zip-top bag for liquid medication. Remove medically necessary liquids from your carry-on for separate screening.

Cooling ice or gel packs must be completely solid at the checkpoint. Otherwise, TSA screens them like other medically necessary liquids.

Breast milk, formula and juice

TSA's breast milk and formula FAQ allows breast milk, formula and juice for children above 3.4 ounces (100 milliliters). These liquids do not have to fit inside the quart-size bag. Remove them from your carry-on for separate screening.

You can carry breast milk without your child traveling with you. TSA also allows cooling accessories; partially frozen or slushy packs receive the same screening as the milk and formula.

Duty free liquids

TSA's liquids rule page allows duty free liquids above 3.4 ounces (100 milliliters) on connecting flights to the US under specific conditions. The allowance covers international purchases made within the last 48 hours.

Every condition must apply:

  • You bought the liquids internationally.
  • The retailer packed them in a transparent, secure, tamper-evident bag with no signs of tampering.
  • You carry the original receipt.
  • You made the purchase within the last 48 hours.

TSA still screens these liquids. TSA's liquids rule page recommends checked baggage even when the purchase meets those conditions.

Does TSA set a size limit for carry-on bags?

You can check your airline's carry-on dimensions before choosing a bag; TSA's carry-on size FAQ says dimensions vary by airline. TSA does not set a universal carry-on size. Contact your airline to confirm its limits before you fly.

How to choose a clear travel bag for your carry-on

Your carry-on packing plan starts with a separate quart-size liquids bag. TSA's liquids rule page limits ordinary liquid containers to 3.4 ounces (100 milliliters) or less. Larger full-size bottles belong in checked baggage, so choose an organizer around the rest of your kit.

Use these checks to narrow the choice:

  1. Kit size: A clear bag for travel should match the listed items you want to pack and the bag's measurements.
  2. Closure: Clear zipper bags for travel offer zipped access; the small magnetic organizer closes with a padded flap.
  3. Visibility: A clear plastic travel bag can still have opaque panels, trim, handles or straps.
  4. Carry style: Decide whether your kit needs a side strap, a padded handle or shoulder carrying.

Clear travel bag FAQ

Do liquids need to be in a clear bag for TSA?

You can pack carry-on liquids in the clear, plastic zip-top bag described by TSA's travel tips fact sheet. TSA's liquids rule page specifies quart-size, with containers no larger than 3.4 ounces (100 milliliters). TSA's 3-1-1 FAQ allows 1 bag per passenger.

Do you have to take liquids out of your carry-on at TSA?

TSA's travel tips fact sheet directs each passenger to place the liquids bag in a screening bin. You can prepare by keeping that bag apart from the rest of your carry-on, as TSA's liquids rule page advises.

Does makeup need to be in a clear bag for TSA?

You can carry liquid, gel, cream and paste makeup in your quart-size bag, in containers of 3.4 ounces (100 milliliters) or less. Liquid foundation and cream products count, because TSA's liquids rule page lists creams and pastes. Larger makeup liquids belong in checked baggage.

Do toiletries need to be in a clear bag for TSA?

You can carry toiletries such as toothpaste, shampoo, conditioner, mouthwash and lotion in your quart-size bag, the common examples TSA's 3-1-1 FAQ lists. Each container must hold 3.4 ounces (100 milliliters) or less. Medically necessary liquids are the exception, and TSA's travel tips fact sheet allows them in larger amounts.

Can you bring two clear bags of liquids in a carry-on under TSA rules?

You can bring 1 quart-size bag per passenger for ordinary carry-on liquids under TSA's 3-1-1 FAQ. A second liquids bag exceeds that limit. Separate exceptions cover medically necessary liquids, breast milk, formula, juice for children and qualifying duty free purchases.

Can a clear travel bag replace TSA's quart-size liquids bag?

A larger organizer can hold the rest of your travel kit; TSA's liquids rule page still limits ordinary carry-on liquids to 1 quart-size bag. TSA's 3-1-1 FAQ limits that allowance to 1 bag per passenger.
